First, I would wait until the test is over. If I scold him or her during the test session, other students who are in the same room will be distracted and that might affect their grades. And this would be quite unfair, since they have done nothing wrong. Then I would confirm that he or she has been cheating. I shouldn't accuse anyone of a wrongdoing that someone hasn't done. After that, before punishing him, I would have to make him or her understand how cheating is bad, and how it isn't really worth doing. I wouldn't stop until I am sure that he or she has learned a lesson. And it would be very sorry for that person, but I would have to follow the precedure and mark him zero.
